Pasifika Morotai Spaceport is a near-equatorial sea-launch concept being developed by Indonesian satellite operator Pasifika Satellite Nusantara (PSN) and partners, targeting Morotai Island in North Maluku. As an alternative or complement to the long-stalled Biak proposal, it leverages tropical Pacific positioning at ~2.3°N and contemplates a mobile sea-launch platform rather than land-based pads to accelerate the path to first launch.
| Region | Asia |
| Country | 🇮🇩 Indonesia |
| Coordinates | 2.3300° N, 128.4000° E |
| Ownership | Public–Private |
| Parent Entity | Pasifika Satellite Nusantara (PSN) — Indonesian satellite operator, joint venture with regional and possible international partners |
| Regulatory Regime | Indonesian Aerospace Law (Law 21/2013); BRIN partnership required; coastal-state overflight agreements pending |
| Latitude Advantage | 2.33°N — near-equatorial position approaches Kourou-class GTO efficiency; sea-launch positioning could push effective inclination even lower |
| Azimuth Range | Theoretical 30°–135° east-azimuth over Pacific; sea-platform mobility allows further tuning |

Strategic Value
Alternative path to Indonesian sovereign-launch capability via private rather than state-led route. Sea-launch model imitates SpaceX, China Haiyang, and Sea Launch heritage — lower capex than building a Kourou-style land facility. Direct competitor to Biak for Indonesia's national-launch endorsement.
Recent Activity
PSN announced concept 2023; partner discussions through 2024–2025; no construction commitments yet.
2028
Possible first sea-launch demonstration if partner selection completes by 2026
2030
Commercial sea-launch operations target — highly contingent
