Overview
State infrastructure programme rather than a commercial venture — China SatNet is the owner-operator and integrator of the Guowang megaconstellation; satellites are built by state primes (CAST, SAST, CAS Innovation Academy for Microsatellites) and launched on CASC Long March vehicles plus increasingly commercial launchers, positioned as core national infrastructure for 5G-Advanced/6G.
Moat: Absolute and structural — it is China's national constellation, holding priority ITU filings secured in late 2020, first call on Chinese launch capacity, and direct SASAC supervision (ranked 26th of 98 central SOEs). No commercial competitor, including Qianfan, can contest its orbital slots, spectrum priority or launch access.
