Chang Guang Satellite Technology
Overview
Fully vertically integrated commercial remote sensing — designs and builds its own optical/SAR smallsats in-house, operates the Jilin-1 constellation, and monetizes imagery via the JL1 Mall marketplace, the Jilin-1 Net consumer app, government contracts and international distribution through HEAD Aerospace.
Moat: Largest Chinese commercial EO constellation by satellite count, spun out of CIOMP — the Chinese Academy of Sciences institute that has built Chinese space optics since the 1950s — giving it in-house telescope design most Chinese NewSpace firms lack.

Near-term Catalysts
- 2026-2027
Deployment of the ~RMB 5B round into sensor development and factory expansion
First hardware traceable to the July 2026 raise.
- stated plan
200 satellites/year production capacity build-out at Changchun
Would be a genuine cost moat if realized — currently unbuilt.
Top Risks
- Highest export-control/sanctions exposure of any Chinese EO firm covered — imagery has been publicly alleged to support foreign military intelligence customers, drawing US sanctions attention.
- Withdrawn STAR Market IPO (Dec 2024) leaves its VC backers' exit path unclear; the 2026 round is heavily state/quasi-state capital.
- Competes for the same government EO budget as CASC's China Siwei/Gaofen national programme, which has structural procurement advantages.
